REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />'14 1 im' l <br />Manager Reviewed: <br /><�-- Hearings <br />DATE: 2-13-89 <br />ITEM NO.: C — S <br />Agenda Section: <br />Item Description: Rosedale Marketplace Associates request for <br />rezoning from I-1 to B-4 and special use <br />permits for site plan approval and for a <br />planned unit development at 2401 Fairview <br />Avenue. <br />The Roseville Planning Commission, at its February 1, 1989 meeting, <br />unanimously recommended approval of a rezoning from I-1 to B-4. The <br />Commission also unanimously recommended approval of special use <br />permits for site plan approval and for a planned unit development at <br />2401 Fairview Avenue with the following conditions: <br />1. That final landscape plans be reviewed by City staff. <br />2. That the applicant provide a five year landscape bond to <br />assure proper maintenance of the landscaping. The amount of <br />the bond can be reduced after all plant materials are <br />installed. <br />3. That final engineering, grading, and drainage plans be <br />reviewed by City staff. <br />4. That the required additional right of way be dedicated along <br />County Road B2 and along Fairview Avenue <br />5. That the construction of buildings and site development be in <br />accordance with the plans submitted to the Planning <br />Commission on February 1, 1989. <br />G. That curbing be provided along the periphery of all parking <br />and access drives. <br />7. That three ground signs are approved as proposed subject to <br />there being a limit to two pylon signs on the remainder of <br />the site. <br />8. That exterior materials be substantially brick and the accent <br />color be as indicated on the plans presented to the Planning <br />Commission. <br />9„ That the material used to screen t*lic roof top mechanical <br />units on the restaurant be of the same material as the <br />exterior of the building. <br />10. That the dumpster for the restaurant be totally enclosed. <br />11. That the monument signs be internally lighted. <br />12. That the restaurant meet all sign ordinance requirements. <br />13. That landscape areas be irrigated. <br />
