• <br />PLANNING REPORT <br />DATE: 6 June 1984 <br />CASE NUMBER: 1498-84 <br />APPLICANT: Shorewood Corporation <br />LOCATION: Northwest Corner of Trunk Highway 36 and Rice <br />Street <br />ACTION REQUESTED: Amendment to Comprehensive Plan <br />PLANNING CONSIDERATIONS: <br />1. Attached is a copy of a letter from Gordie Howe, realtor, who has been <br />working diligently these past months to put a development proposal <br />together with respect to the two properties referred to in his letters as <br />Parcel A and Parcel B. Parcel B is owned by the Carlson Companies who <br />.purchased the Country Kitchen restaurant system (a Country Kitchen <br />Restaurant exists just east of this property). Parcel B is now zoned R-6, <br />a townhouse district allowing development at 4,000 square feet per unit. <br />The land to the south is a 100 foot wide long narrow strip owned by the <br />Richter family. Because of the shape of Parcel A, it would be difficult <br />to develop it -independently of Parcel B. Therefore, the staff has been <br />suggesting to various persons inquiring about property in this area that <br />it is important that the two properties be tied together so as to develop <br />them each more efficiently. Parcel A is zoned R-1 but is shown on the <br />Comprehensive Plan as medium density for most of it, with a business use <br />proposed at the frontage on Rice Street. <br />2. Mr. Howe has successfully put the two properties together, and initially <br />examined the possibility of developing apartment units on the site in <br />accordance with the density that would be allowed under the R-6 zoning. <br />R-6 is a medium density zone to which Parcel A could have been zoned based <br />on the designation of medium density for this property in the <br />comprehensive plan. <br />3. A total of 43 units could be built on the sit( <br />a small office building on the frontage on Ri( <br />Howe in his initial development concepts. Mr <br />however, that he cannot economically develop <br />that he would either have to drop the project <br />from the City for the development of 60 units <br />under the R-6 density plus <br />e Street as proposed by Mr. <br />Howe informed us recently, <br />the land with 43 units and <br />or attempt to get approval <br />)n the site. <br />4. Accordingly, he has had his architect prepare a development plan showing <br />how he proposes to place 60 units no the site in a staggered building on <br />the northerly portion of the site with parking under the building and <br />surface parking located contiguous to Trunk Highway 36. This structure <br />would be two stories in height so as to minimize the restriction of the <br />view from the single family homes up on Minnesota Street. Mr. Howe has <br />also visited with these homeowners to review his proposal and informed <br />them of his intent. <br />
