CASE NUMBER: 1498-84 <br />APPLICANT: Shorewood Corporation Page 2 <br />5. Mr. Howe also informs us that the owners to the west of the site, which <br />are contiguous to a'30 foot easement which runs from this site to Marion <br />Street are very concerned about the ultimate use of this 30 foot easement. <br />This easement was established for the purpose of allowing for access to <br />the site and could be useful as an emergency access inasmuch as the single <br />access off of Rice Street naturally produces a cul—de—sac condition on the <br />property.. <br />6. We discussed this with Bruce Ryden, City Fire Marshall, and Mr. Howe, and <br />concluded that a 100 foot diameter .paved turn —around near the center of <br />the property constructed as a part of the private parking and road system <br />would provide adequate facility for emergency fire vehicles. Thus, with <br />respect to this question of use of this easement, it appears that will not <br />be necessary to accommodate the proposed development. <br />7. At issue at this time is not the specific details of the development <br />proposal, but one of changing the land use designation from its existing <br />.medium density category to a high density category of land use. If this <br />is done, Mr. Howe could then return with a more specific development <br />proposal and request for rezoning to an R-3A District which would allow <br />the 60 units proposed. The issue here is one of ascertaining that the <br />proposed land use and ultimate development will be compatible with the <br />contiguous single family area. Thus, the height and massing of the <br />proposed structures are important. Perhaps the two story units proposed <br />will tend to mask the impact of the traffic on Trunk Highway 36 (as <br />relates to the residences to the north), without impeding the long range <br />view to the south. The topography of the land is such that the units will <br />be substantially below the elevation of the single family homes to the <br />north fronting on Minnesota Street. <br />8. Attached are reduced copies of the site plan and elevations of the <br />development proposed comprising the 60 dwelling units and the small two <br />story office building. <br />
