STEP 3 Estimates were made for TIF Development ADT, using PM Peak Hour <br />traffic and these ratios. <br />STEP 4 TIF Development ADT was subtracted from the projected 1987 ADT values <br />to yield "baseline" ADT in 1987. <br />STEP 5 The 1987 "baseline" ADT was adjusted to 1990, using a 3% annual <br />growth rate. <br />STEP 6 Estimates were made of parcels c-d-g-j ADT, using two-way PM Peak <br />Hour traffic. <br />STEP 7 Parcels c-d-g-j ADT was subtracted from the total TIF ADT. <br />STEP 8 Estimates were made of Rosewood Corporate Center ADT, based upon two- <br />way PM Peak Hour trips. <br />STEP 9 TIF Development ADT was added to "baseline" ADT to yield the "no - <br />build" ADT. <br />STEP 10 Rosewood Corporate Center ADT was added to the "no -build" ADT to <br />yield total "build" ADT. <br />Intersection Volumes (except for Long Lake Road and County Road B2) <br />STEP 1 The 1933 intersection counts were adjusted to 1990 assuming a 3$ <br />annual growth rate. <br />STEP 2 Intersection movements were developed from the AM/PM Peak Hour <br />volumes projected for TIF Development by Barton-Aschman. <br />STEP 3 Intersection movements were developed for parcels a-d-g-j and <br />subtracted from the total TIF intersection movements. <br />STEP 4 A detailed AM/PM assignment was developed for Parcel "e" and <br />assumptions made as ingress/egress and which volumes would pass <br />through the Long Lake/County C intersection. <br />STEP 5 Corrections in the TIF intersection movements were made for Parcel <br />"e" at the Long Lake/County C intersection. <br />STEP 6 Adjusted TIF movements were added to the "baseline" to yield the <br />"background" or "no -build" intersection movements. <br />STEP 7 Rosewood Corporate Center intL ,section movements were estimated based <br />upon the AM/PM Peak Hour traffic assignments. <br />STEP 8 Rosewood Corporate Center movements were added to the "no -build" <br />movements to yield "build" movements for 1990. <br />Intersection Movements at Long Lake Road and County Road B2 <br />A method similar to that above was used here. A baseline ADT of 6,600 (no TIF <br />traffic) was assumed on the County B2 leg east of the intersection. 10% turns <br />in all directions were assumed for the No -Build traffic. <br />
