3.0 TRIP DISTRIBUTION/ASSIGNMENT METHODOLOGY <br />The distribution of trip arrivals from the regional highway system to the TIF <br />study area, based upon data developed by Barton-Aschman, are shown in Figure <br />3-1. This assumes construction of the County B2 bridge over 135W, <br />but no <br />changes in the frontage road on the northwest side of the 135W/TH 280 <br />interchange. Trip departures were assumed to be along the same routes as <br />arrivals, except at the 135W/County Road C interchange, where off -ramp trips <br />(arrivals) have been replaced by on -ramp trips (departures). <br />The following methodology was used to derive "no -build" and "build" traffic <br />assignments for the Rosewood Corporate Center: <br />AM and PM Peak Hour Traffic <br />STEP 1 Intersection volumes (thru and turning movements), monitored by <br />Barton-Aschman, were analyzed to yield one-way WPM Peak Hour <br />traffic on each leg of the intersections. <br />is <br />STEP 2 An average annual growth rate of 3inper <br />theyear <br />Barton Aschman assumed, <br />studywhich <br />to <br />consistent with assumptions used <br />bring this "baseline" traffic up to the 1990 time frame. <br />STEP 3 "Baseline" traffic volumes on Long Lake Road, Terminal Road, and <br />County Road B2 were extrapolated from intersection data for the year <br />1990, based upon all available information. <br />STEP u Total "baseline" traffic for 1990 was estimated by combining the <br />results of STEP 2 and STEP 3• <br />STEP 5 Trips generated by the four parcels (c-d-g-j) were assigned for both <br />AM and PM Peak Hours, in accordance with the assumed <br />arrival/departure routes. <br />STEP 6 The c-d-g-j trips were then subtracted from the total TIF AM/PM Peak <br />Hour trips on all roadways. <br />STEP ?
