1.0 INTRODUCTION/BACKGROUND <br />The purpose of this study is to examine traffic flows and impacts associated <br />with the proposed Rosewood Corporate <br />o 5W rand THnter to 36/280 be located interchange nthe northwest <br />in Roseville, <br />quadrant of the In 3 <br />Minnesota. <br />This study builds upon an area -wide study prepared by Barton-Aschman <br />Associates, Inc, in Janaury 1983, which assumed new development in the TIF <br />(Tax Increment Finance) District west of 135W and several Coutry Road B2 <br />bridge alternatives over 135W• A subsequent bridge design study by Short- <br />Elliott-Hendricksen, Inc. relied also upon the Barton-Aschman study, but <br />assumed a somewhat higher ADT (Average Daily Traffic) volume over the bridge <br />to ensure a larger factor of safety and useful bridge lifetime. <br />Since purpose of the Barton-Aschman study was somewhat different than that of <br />this study, detailed future traffic flows with and without the Rosewood <br />Corporate Center at critical intersectons <br />i Aschmanenot study provided. <br />and to developefore, it <br />detailed <br />was necessary to expand upon the Barton <br />"build" and "no -build" traffic movements on streets and intersections <br />throughout the study area. The trip di <br />assumed here as a basis for the preliminary traffic evaluation. <br />Following development of predicted traffic volumes (assuming full development <br />by 1990), four intersections most heavily impacted by traffic moving to and <br />from the Rosewood Corporate Center were evaluated, using a computerized <br />capacity model. The results of this model show where potential capacity <br />problems might occur, given the assumptions of the study. TheE -esults also <br />show where certain trip distribution and assignment assumptions may be <br />unrealistic, especially in light of possible perceived congestion at some <br />intersections. This report is organized as follows: <br />SECTION 2.0 presents TRIP GENERATION for the Rosewood Corporate Center as <br />well as other TIF developments assumed in the Barton-Aschman report. <br />SECTION 3.0 discusses the TRIP DISTRIBUTION/ASSIGNMENT methodology used in <br />this report. <br />SECTION 4.0 presents ADT and AM/PM PEAK HOUR TRAFFIC projections for the <br />"build" and "no -build" scenarios (i.e. with and without the Rosewood <br />Corporate Center). <br />SECTION 5.0 presents estimated INTERSECTION MOVEMENTS for four critical <br />intersections in the study area. <br />SECTION 6.0 presents results of the computerized TRAFFIC CAPACITY ANALYSIS at <br />these intersections and identifies potential problems and solutions. <br />SECTION 7.0 discusses issues related to a possible FREEWAY "SLIP -OFF" RAMP <br />from the 135W and TH 280 connecting roadway and procedures to be followed <br />should this be a feasible concept. <br />
