2.0 TRIP'GENERATION <br />The TIF development assumed by Barton-Aschman included four parcels (c, d, g, <br />and j) which cover the proposed Rosewood Corporate Center site. Therefore, it <br />was necessary to "remove" trips from these parcels and "substitute" new trip <br />generation from the Rosewood Corporate Center which will be considerably <br />larger than what was previously assumed. The TIF development projects assumed <br />by Barton-Aschman are shown in Figure 2-1. The assumed trip generation for <br />each of these parcels is shown in Table 2-1. Note that 310,000 SF office, <br />30,000 SF warehouse and a 30,000 SF Health Club were assumed previously, <br />instead of the proposed 612,750 SF of office proposed for Rosewood Corporate <br />Center. <br />The implied trip rates used for the TIF trip generation were reviewed with <br />Metropolitan Council staff and appear to be lower than what might be expected <br />from office space of the size considered. However, it was assumed that the. <br />trips estimated by Barton-Aschman are given and were included in the <br />"background" traffic that will exist with or without the Rosewood Corporate <br />Center. <br />The Rosewood Corporate Center site and revised roadway system are shown in <br />Figure 2-2. Trip generation for the Rosewood Corporate Center was based upon <br />the detailed methodology outlined in the 1982 ITE Trip Generation manual. <br />These are presented in Table 2-2. The derived trip rates for two way daily <br />trips are seen to be somewhat higher than the average rate, since they are <br />based upon five separate office buildings ranging in size from 60,500 SF to <br />190,250 SF. The AM and PM in/out trips are adjusted in conformance wit2, the <br />ITE procedure. The trip rates assumed here were also reviewed with <br />Metropolitan Council staff and compared with values for office parks of <br />similar size in the Twin Cities area (Trip Generation Data for Multi -Use <br />Developments, Metropolitan Council, December 1984). Based upon this review, <br />the trip rates were determined to reasonably reflect the size of office <br />buildings on the site. <br />
