Metropolitan Council of the Twin Cities Area
300 Metro Square Building, 7th and Robert Streets
St. Paul, Minnesota 55101 Tel. 612 291-6359/TDD 291-0904
DATE: March 23, 1987
TO: Metropolitan and Community Development Comm4ttee
FROM: Planning and Technical Assistance, Barbara Senness
SUBJECT: City of Roseville Environmental Assessment Worksheet
Rosewood Corporate Center
Metropolitan Council District 3
Metropolitan Council Referral File No. 14113-1
AUTHORITY TO REVIEW
Environmental Assessment Worksheets (EAWs) prepared under the Minnesota
Environmental Review Program must be submitted to the Metropolitan Council and
other agencies for their review and comment. The comments are to address the
accuracy and completeness of the material contained in the EAW, potential
impacts that may warrant further investigation before the project begins, and
the need for an Environmental Impact Statement (EIS) on the proposed project.
PROJECT DESCRIPTION
The Rosewood Corporate Center is a proposed development of five office
buildings, located on 28 acres northeast of the intersection of Highway 36 and
Interstate 35W in the city of Roseville.
METROPOLITAN COUNCIL POLICY REVIEW
The project is located within the Council's 2000 Urban Service Area and is
consistent with the development and investment framework chapter and with
sewer, airports and parks system plans contained in the Metropolitan
Development Guide. The EAW raises an issue with respect to transportation,
stormwater runoff and solid waste.
Transportation
The proposed development is expected to generate approximately 81700 average
daily trips and could cause some capacity problems at three intersections in
the study area. These intersections are:
- Walnut and Terminal
- County C and Long Lake Road
- Cleveland and County C
Mitigating measures such as signal installation and signal phase modification
have been recommended for 1990 to maintain a reasonable level of service at
these intersections.
The proposed development wiil add approximately 350 peak hour trips on
Interstate 35W and the impact of these trips on the regional system will be
minimal.
