The traffic study also conducted a preliminary evaluation of a freeway "slip - <br />off" ramp to allow traffic from the north of proposed development to avoid the <br />local street system and exit directly onto the frontage road. Such a proposal <br />is contrary to state, regional and federal policies for an interchange <br />construction. The need for such a ramp will have to be thoroughly justified or <br />the basis of a possible significant disruption to mainline traffic and other <br />criteria listed in the Transportation Policy Plan. <br />Environmental <br />The EAW should identify the receiving body for stormwater runoff and assess the <br />impact of stormwater runoff on the water quality of the receiving body. <br />The EAW should identify the recycling potential of solid waste generated, <br />particularly white office paper, glass and aluminum as well as the potential <br />for waste reduction. The developer and the city of Roseville are encouraged <br />to meet with Council solid waste staff to develop a recycling plan for the <br />proposed project. <br />RECOMMENDATION <br />That the Council adopt this report and the following conclusions as its <br />comments on the Rosewood Corporate Center EAW: <br />The slip ramp proposed to allow traffic from north of the development to exit <br />directly onto the frontage road is contrary to state, regional and federal <br />policies for an interchange construction. <br />The EAW should identify the receiving body for sto,,,mwater runoff and assess the <br />impact of runoff on the water quality of the receiving body. <br />The EAW should address the potential for recycling of materials such as white <br />office paper, glass and aluminum and the potential for waste reduction. <br />PP9000/PH.LPA VI-Q0 <br />
