Mr. Waldron <br />March 30, 1987 <br />Page 2 <br />Criterion #2 concerns maintaining mainline operations and safety. <br />The slip -off ramp has the potential to compromise the operation and <br />safety of the mainline by further complicating driver expectations <br />and signing in an already complex situation near the common section <br />of Interstate 35W, Trunk Highway (TH) 36 and TH 280. Criterion #3 <br />concerns the connection of the ramp to an appropriate collector or <br />arterial. As proposed, the frontage road would not be considered an <br />appropriate collector or arterial. <br />The discussion referring to the intersection of Cleveland Avenue and <br />County Road C -indicates the intersection will operate at levels of <br />service "E" to "F" in 1990 if the proposed project is built. Mn/DOT <br />records show 6 to 9 percent truck traffic currently in that area <br />during the peak period.
