Solar Wash Inc. is a family owned corporation which presently operates two self service car washes in the twin city area. The first car wash opened in 1977 and is located in Fridley adjacent to Target. The second is a 14 bay car wash with a second floor containing a manager's apartment and 4200 sq. £t. of office space. This building is a half block north of Target in the Knollwood area of St. Louis Park. We are proposing to build a similiar facility to that of St. Louis Park at 1315 West Larpenteur in Roseville. It will be a two story brick structure with a first and second floor cedar facia. It will contain ten self service bays and one automatic self service bay on the ground floor and office space on the second floor. We have been looking for a car wash location in Roseville for several years and feel the Larpenteur location meets the criteria necessary for a successful operation. We chose Roseville because of its size, socioeconomic level, the large number of multiple dwellings and because there are no other self service car washes in the city. RATIONALE FOR GRANTING THE SPECIAL PERMIT. I. Car Wash A. Roseville presently does not have a self service car wash. B. This self service car wash is a business which would provide a valuable and unmet service to the residents of Roseville. We have done a site count at Tsar Mar and two shopping centers on Larpenteur in addition to driving around several streets in Rose- ville. Our survey indicated that 19% of the vehicles surveyed could not be washed in a tunnel bay car wash but could be washed in self service. (pick-up trucks, vans, campers, boats, motor - homes, trailers, etc.) C. Self service car washes are generally located in close proximity to residential neighborhoods and near other services so customers can combine shopping and service oriented types of activities in one trip.
