ROADWAY AND PARKING LOT DESIGN <br />A key element in the review of this shopping center was the rela- <br />tion between the shopping center and the surrounding major <br />roadways. After reviewing the proposed site plan for Loehmann's <br />Plaza, Strgar-Roscoe, Inc. r developed a number of alternate <br />layouts. These layouts address modifications to County Road B2 and <br />alternate locations for median cuts on Fairview Avenue, and alter- <br />nate lane usage scenarios for Fairview Avenue. After discussing <br />the alternate layouts with Ramsey County a recommended layout was <br />developed. <br />The recommended geometrics for County Road B2 are shown on the en- <br />closed Layout. The proposal involves modification to the existing <br />median island to retain a left turn lane into Rosedale and provide <br />a left turn lane for a driveway into Loehmann's Plaza. As shown on <br />the drawing, the driveway into the shopping center from County Road <br />B2 should extend for approximately 150 feet before branching to the <br />rest of the parking lot. This distance provides stacking distance <br />for vehicles exiting the site. The distance also provides a safe <br />entrance as motorists will not have the potential for a quick turn <br />immediately after leaving County Road A2. <br />The recommended layout for Fairview Avenue contains a five lane <br />section adjacent to the shopping center. This section would con- <br />tain two lanes for northbound through vehicles, two lanes for <br />southbound through vehicles, and a two-way left turn lane in the <br />center. In conjunction with development of Loehmann's Plaza it is <br />recommended that the five lane section be constructed up to a <br />location even with the north property line of the site. As prop- <br />erty north of the site develops, the five lane section would be ex- <br />tended to the north. The proposed five lane .section will <br />efficiently and safely serve the through traffic and turning traf- <br />fic along; Fairview Avenue. <br />The driveways to Loehmann's Plaza from Fairview shown on the pro- <br />posed layout provides reservoir space of 100 feet or more. This <br />space stores queued exiting vehicles and also provides a safe site <br />entrance. <br />
