E <br />A peak hour traffic count was conducted at the intersection of <br />Fairview Avenue and County Road B2. This count is summarized in <br />Figure 3. At the intersection all four approaches consist of two <br />lanes for through and right turning traffic and channelized left <br />turn lanes. <br />Level of service calculations conducted with these volumes and geo- <br />metrics indicate Level of Service A operations for the weekday PM <br />peak hour. A copy of the computerized intersection analysis is <br />shown in the Appendix. <br />TRIP GE14ERATION AND TRAFFIC ASSIGNMENT(1) <br />Trip generation rates developed by the Institute of Transportation <br />Engineers were used to estimate the amount of traffic expected to <br />De attracted to this shopping center.. On a daily basis this shop- <br />ping center will attract an estimated 12,000 vehicle trips (6,000 <br />into the center, 6,000 out). In the P14 peak hour the expected trip <br />generation for the center is 1,050 trips (5AO into the center, 510 <br />out). <br />For purposes of analysis, it is important to realize that the stan- <br />dard trip generation rates over estimate the total traffic added by <br />this development to the external roadway system. It has been esti- <br />mated that about 5 percent of the trips would be internal to the <br />shopping center and that up to 25 percent of the trips attracted to <br />tre conzer would be trips "intercepted" from the surrounding road- <br />way system, and not be new trips added to roadways such as Fairview <br />Avenue and County Road B2. The application of these reduction fac- <br />tors results in a net trip genera'.,ion for the shopping center of <br />About 8,800 daily tripe and 750 PM peak hour trips (385 in, 365 <br />out). <br />The direction of approach (trip distribution) for this center was <br />e:tlmn,ted rased on existing traffic patterns to the Rosedale Shop- <br />ping area. The expected distribution is: <br />- 15% to/from North Fairview Avenue <br />- 35% to/from East County Roan B2 <br />- 25% to/from South Fairview Avenue <br />- 10% to/from West County Road B2 <br />- 15% to/from Rosedale <br />Combining the trip generation with this expected distribution of <br />trips results in a new traffic assignment for the Loehmann's Plaza <br />Shopping Center. Level of service calculations were conducted with <br />these development volumes for the intersection of Fairview Avenue <br />and County Road B2. In the PM peak hour this intersection is ex- <br />pected to have Level B operations with the Shopping center in <br />place.
