PLANNING REPORT <br />DATE: 3 October 1984 <br />CASE NUMBER: 1544-84 <br />APPLICANT: Twin City Federal <br />LOCATION: Northwest Corner of County Road B and <br />Lexington Avenue <br />ACTION REQUESTED: Approval of Special Use Permit for <br />Drive -Through Facility <br />Variance to Parking Setback <br />PLANNING CONSIDERATIONS: <br />1. Twin City Federal first moved to Roseville in the HarMar Mall in 1962 <br />which was one of their first <br />branch several office years expansion <br />sub equentfac��eyiehad n the <br />been <br />Metropolitan suburbs. or <br />considering a drive -through facility at the northeast corner of the HarMar <br />Mall properties. However, subsequent changes in Penney's TBA development, <br />and other factors resulted in this proposal never being formally processed <br />by the Planing Commission and Council. <br />They now p., pose to utilize the former Burger Chef site which has been <br />vacant sine. February 1983. The staff has met numerous times with <br />representatives of Twin City Federal and theirconsulttants. These folks <br />have been very cooperative in pursuing our common objective to redevelop <br />this site in a useful and attractive way. <br />2. Attached is a statement from Twin City Federal which quite adequately <br />describes the proposal as well as reduced cop es of their proposed site <br />plan, delineation of the proposed covered drive -through area and existing <br />structure. Although the site is not ideally suited for the development, <br />we feel that the design and proposal at this time will work well Adjustments and <br />to <br />substantially improve the appearance and use of the site. <br />the design of the drive -through alllbeen, the made csooas, and not toerequiregof <br />any <br />the signs on the property <br />variances to these facilities' locations and design. <br />3. Variances had been approved at the time of the Burger Chef facility which <br />included an eight foot setback to the parking along Lexington Avenue near <br />the southeast corner (in front of the building) Avenue, and near ntheapproximate <br />northeast10foot <br />orner <br />setback for the parking along Lexington <br />of the site. This parking area has curb in place and the applicants <br />propose to leave it as currently constructed. This diminished parking <br />setback is the result in part from additional dedication for Lexington <br />Avenue, which narrowed the site in the'past. Across the street is the old <br />Knowlan supermarket which is currently under consideration for <br />redevelopment by new owners. Thus, it would appear that the retention of <br />these variances proposed at this time would not be serious consideration. <br />There exists a bike path on the public right-of-way on this side of the <br />property. <br />
