Also attached is a copy of Mr. <br />Hess's letter dated July 16 outlining his proposal. <br />6. The site plan does not indicate so, but it is Mr. Hess's <br />intention to construct a proposed parking and loading area <br />utilizing the required concrete curb and asphalt paving. <br />Three driveways will remain toward McCarron Street, as <br />indicated on thesite plan: Mr. David Drown indicates that <br />there will--Fer~som6' difficulties in trying to construct <br />curbing along McCarron Street in as much as such <br />construction will require the rebuilding of that side of the <br />street contiguous to Mr. Hess's property. Thus, it may be <br />practical to provide the grass areas on the north side of <br />the building but with, perhaps, an asphalt curb at the <br />property line. Mr. Drown can explain more fully at the <br />hearing the problems relating to this street and curbing <br />construction on the north side of the building (McCarron <br />Street). <br />7. The proposed building, as you will notice, is to be built of <br />painted, concrete block similar to the existing structure to <br />the east. If this is to be the final building material, <br />some discussion with Mr. Hess regarding the color may be <br />appropriate. Perhaps concrete block painted white produces <br />a more conspicuous emphasis on the building material. <br />Whereas a darker earth tone frequently enhances a concrete <br />block wall material. It would be helpful if members of the <br />Planning Commission and Council were to visit the site to <br />ascertain the possibilities of this suggestion. <br />8. Another element which might be considered is that of the <br />signage. The sign ordinance prevents, since 1959, the <br />painting of signs directly on a wall. Consideration of this <br />requirement might be appropriate as it relates to the <br />overall aesthetic impact of the existing and proposed <br />structure. <br />9. The request is for variance to the required setbacks, which <br />are 30 feet to the east—o-£_G,h_e structure (fronting on Rice <br />Street) and 30 f1561 , o.. the north (fronting on McCarron <br />Street). The variance requested would be 11 feet on the east <br />side and 20 feet4__iII _h s__Qn_ the north she'. The hardships <br />in this case are, of course, the narrow configuration of the <br />site any' the obvious merit of extending the line of the <br />existin, ucture. The new structure would be a minimum of <br />15 feet from the right-of-way on McCarron Street. <br />
