PLANNINGREPORT <br />DATE: 2 May 1984 <br />CASE NUMBER: 1490-84 <br />APPLICANT: Marco Construction, Inc. <br />LOCATION: West of Snelling Avenue, Northerly of County <br />Road B <br />ACTION REQUESTED: Variance to Building Setback and Parking <br />SetbackRequirement <br />PLANNING CONSIDERATIONS: <br />1. The parcel in question is a 2.8 acre site currently occupied by the Last <br />Frontier restaurant. This property has been on the market for a <br />considerable period of time and is now proposed to be purchased and <br />developed by Marco Construction. Attached is a copy of a statement from <br />the company outlining their proposed plans and copies of reduced <br />drawings indicating the site plan, building elevations, and landscape <br />plan. <br />2. The proposal basically is to construct a 33,000 square foot retail <br />building with the required 165 parking spaces at the rate of five <br />parking spaces per 1,000 square feet gross. The parcel will ultimately <br />be a corner lot inasmuch as the City proposes to acquire a 60 foot <br />right-of-way centered on the property line between the gas station to <br />the south and the property in question. The City also proposes to <br />acquire a 60 foot strip e' land which connects this parcel to County <br />Road B. This 60 foot of right-of-way will be utilized to divert the <br />Snelling Avenue Service Road around the gas station so as to alleviate a <br />congested traffic condition just west of the intersection of County Road <br />B and Snelling Avenue as it now exists. <br />3. As many of you know, the Minnesota Department of Transportation <br />pe <br />to improve Snelling Avenue from County Road B, Y through <br />Roseville in 1985. Under this program, the state will reroute the <br />service road on right-of-way acquired by the City. <br />4. Thus, a part of this proposal deals with the City°s ability to acquire <br />the necessary right-of-way from the property in question as indicated on <br />the site plan. The City has appointed an appraiser to determine the <br />value of this land, and it is hoped that an agreed upon price can be <br />arrived at prior to the Planning Commission meeting of 2 May. This is <br />important b(---use We think it would be illogical for the City to approve <br />or consider approval of a variance to a piece of property of which a <br />portion may have cu be condemned for right-of-way purposes. <br />5. The variances requested are for a building setback on the north side. <br />Inasmuch as the shortest dimension of the corner lot is the front, the <br />
