approved in Roseville, since others have been required to do so, <br />including their competition with the Hertz -Penske Truck Rental <br />development further to the west on County Road C (where <br />everything has been done according to code). <br />I further suggested that selling off the easterly portion perhaps is <br />not wise since the ultimate long range redevelopment of !arid, <br />having it altogether would be advantageous. There is an existing <br />6,000 square foot building on the easterly site which Ettinger's <br />are not now using. He also noted that one of the potential users <br />of the site for a year or two is Strict Leasing Company, which <br />occupies the southwest corner of Long Lake Road and County <br />Road C where the Heritage Inn development has been approved. <br />We noted that getting the Strict people off that site would be in <br />the City's interest, and that short range use of his land for that <br />purpose might be workable. <br />The leasing of trucks is a special use in the industrial zone and, <br />thus, could be controlled with a time limitation. Mr. Bixby <br />going to consider the possibilities discussed and get beck to the <br />City later. <br />Based on that concept <br />has applied to the City <br />the property occupied t <br />the southwest corner of <br />is a copy of a stateme <br />illustrating the proposed <br />approach, the M.W. Ettinger Transfer company <br />for a Special Use Permit for one year to have <br />oy the Strict Company which is now located at <br />County Road C and Long Lake Road. Attached <br />nt from the Ettinger people and a two drawings <br />use of the land. <br />5. The only <br />concept approach that <br />the City can to`ke <br />in reviewing this <br />proposal <br />is one of a temporary use of the land with the principal result <br />of having the Strict operation <br />removed from the <br />very important <br />"gateway <br />parcel" at the entrance- <br />to Long Lake Road <br />south of County <br />Road C. <br />It is hoped that this will <br />then allow for the <br />redevelopment of <br />the land <br />as approved by the City <br />for the Heritage Inn <br />development. <br />6. The application does not specify the exact size of the proposed <br />temporary building. The size, nature of construction, and appearance <br />should be determined with the applicant as a basis for one of .the <br />conditions of the temporary approval of the Special Use Permit. <br />Other conditions could include the fencing of the property, surfacing <br />specifications for the land, and a limitation on the time for permanent <br />expiration either as proposed by the applicant (one year) or some other <br />agreed upon time. It may be appropriate to consider a time limitation <br />of more than one year (perhaps two years) with the understanding that <br />at that time no consideration for extension would be considered. <br />7. In summary, it would appear that the removal of the storage of the <br />Strict Leasing operation from its existing site (at the southwest corner <br />of the Long Lake Road and County Road C) will be advantageous to <br />the City's major goal of improving conditions to promote the <br />redevelopment of the office area to the south. It would also appear <br />advantageous to the City's long term interests to keep the Ettinger <br />property ;n tact for ultimate reuse. In any case, a time extension of a <br />couple or years will likely be advantageous to the more appropriate <br />development of the 6 acre property even in the event that it is <br />deve:oped as a separate parcel. <br />
