It is our standard procedure to collect these <br />charges at the time of recording of a legal document or upon application for a building <br />permit, whichever takes place first. These additional charges (see city code ordinances) <br />. are.collected by the city because a property was not assessed in full at the time of levy <br />or because of the applicant's action which created a situation of utilizing the property <br />to a higher degree than at the time of levy.
