Mr. Reed Sanet -2- June 18, 1986 <br />EXISTING TRAFFIC CONDITIONS <br />In order to establish existing traffic volumes. the City of <br />Roseville and Ramsey County made traffic counts during the <br />period of June 3 - June 10. 1986. The City recorded the <br />traffic volume by hour of the day on Dionne Avenue Just east <br />of Lexington Avenue. The County made counts by hour of the <br />day on Lexington Avenue both north and south of Dionne <br />Avenue. The result IS that the Intersection <br />traffic volumes do not meet either warrant one or warrant <br />two for Installation of a traffic signal. Warrant one is <br />partially met due to the volumes on Lexington Avenue. but Is <br />not fully met because the volume on Dionne Avenue Is not <br />high enough. The reverse condition occurs for warrant two. <br />with Dionne Avenue having sufficient volume but with <br />Lexington Avenue not having sufficient volume to meet the <br />warrant, <br />As an additional effort to understand existing cored l t i ons , i <br />observed traffic operas i onj along Lexington Avenue between <br />Larpenteur Avenue and Roina Avenue during tna Period of 4:00 <br />to 5:3O o.m. on Friday. June 13. 1966. Serious difficulties <br />were observed at the Intersection of Lexington Avenue with <br />driveways serving the Lexington Plaza Shopping Center and <br />the Roseville Shopping Canter. A median opening Is provided <br />at tr, i s i ca t I ter, a ! !sewing full -OveMent s between Lexington <br />Avenue anU these driveways. Tile two primary difficulties <br />observed were 1) delay for motorists turning left from the <br />Roseville Shopping Center to proceed northbound on Lexington <br />Avenue and `) serious accident potential Involving these <br />left turn motorists and also Involving motorists who crossed <br />Lexington Avenue traveling from one driveway to the other. <br />Four factors that contribute to a particularly high accident <br />hazard at this location are: <br />
