Mr. Reed Banes: -3- June 18, 1986 <br />High traffic volume on Lexington Avenue. The Ramsey <br />County traffic counts indicated that the weekday <br />average traffic volume at this location from 4:00 to <br />5:00 p.m. Is 1636 vehicles (about equally divided <br />between northbound and southbound). <br />The queue For southbound traffic on Lexington Avenue <br />often extends to this median opening and obstructs the <br />view of northbound traffic For motorists turning left <br />or going straight From the Roseville Shopping Center <br />driveway. <br />The queue For southbound through traffic was observed <br />to extend north of this median opening and obstruct the <br />view of southbound traffic In the left turn lane for <br />motorist, turning left or going straight from the <br />Roseville Shopping Center driveway. <br />A significant number of motorists turning left From the <br />Roseville shopping Center driveway crossed half of <br />Lexington Avenue and temporarily blocked one or two <br />southbound lanes before coma l et i ng their left turn <br />maneuver. <br />While I was raking observatlons.at this location. a traffic <br />accident occurred involving a vehicle traveling southbound <br />on Lexington Avenue and a vehicle turning I ft From the <br />Roseville Shopping Center driveway. <br />No significant difficulties were Observed at other locations <br />along the study segment of Lexington Avenue. The Intersec- <br />tions of Lexington Avenue with Dionne Avenue and Roma Avenue <br />Provided satisfactory traffic operation. <br />TRAFFIC EFFECTS OF LEX I NGTON PLAZA SPIOPPCS <br />Given the existing traffic difficulties., It is Important to <br />consider whether thy+ Lexington Plaza Shoppes would cause any <br />significant adverse traffic effects. With Its size of <br />27.050 square feat, It Is expected that the net additional <br />trips generated by the !.exington P1,;;a ShOppes will be about <br />1.980 vehicle trip ends ,per day and about 190 vehicle trip <br />ends during the p.m. peak hour. it Is expected that about <br />1/2 of these trIP3 would be added to Lexington Avenue north <br />Of the 5ito and about 1/2 added to Lexington Avenue south of <br />the site. Therefore, this net effect of the Lexington Plaza <br />Shoppes would be to Increase the daily volume on Lexington <br />Avenue by about 5.5% north of the site and by about 5.3% <br />south of the site. With these limited changes. it is <br />expected that the Lexington Plaza Shoppers will not signiff- <br />cantly alter the existing traffic situation along Lexington <br />Avenue. <br />
