Mr. Reed Banet -5- June 18, 1986 <br />If this median opening on Lexington Avenue cannot be <br />closed, then it is suggested that access/egress for the <br />Lexington Pima Shopping Center be revised so that no <br />access would be provided at this median opening loca- <br />tion. but rather that one curb cut would be located <br />south of the median opening and a second curb cut would <br />be located north of the median opening. <br />Placement of the southerly driveway for the Lexington <br />Plaza Shoppes about 20 feet north of the location shown <br />In the current site plan. The driveway design would <br />include a triangular Island and appropriate signage so <br />that It would serve right turns In and nut only. This <br />elan Is preferable to the option of locating the drive- <br />way opposite "'tonne Avenue to avoid Interference with <br />northbound traffic on Lexington Avenue. dust south of <br />Dionne Avenue. only one wide northbound lane presently <br />Is provided for Lexington Avenue. Under this circum- <br />stance left turns from the south Into the Lexington <br />Plaza Shoppes site would create serious potential for <br />delays and hazards for northbound traffic on Lexington <br />Avenue. The proposed access ptan would avoid these <br />difficulties. Further. the pri-nosed ac:cass Plan better <br />motets the needs for Internal c i ++cu l yet l on within the <br />Lexington Plaza Shoppes site. <br />Regarding thG norther t y access For the Lexington Plaza <br />Shopper. two ootiont have been Identified: <br />A) Create one common access Point opoos i to Roma <br />Avenue that would serve both the Robert Paul TV <br />Store and that Lexington P i c za Shoppes. <br />B a Create a new sep-crate access Point for the Lexing- <br />ton P l aza Shoppei that would be reasonably separ- <br />atod from the access For, the Robert Paul site. <br />Our s l c preference would be for option A. provided <br />that It would reas,onabiv meet the access and circula- <br />tion needs for the two ,Properties. Specifically, we <br />suggest the following two-step process to resolve this <br />Item. <br />1) Prc pare a Ilse reap that accurately shows the <br />Lexington Plaza Shoppes site plan, Roma Avenue <br />and the Robert Paul site layout. <br />2; identify specific alternative access solutions. <br />Evaluate these alternatives and reach concurrence <br />among the involved property owners, City of Rose- <br />ville. and Ramsey County regarding the access <br />solutions that should be implemented. <br />
