There are two proposals relating to this application, both of which are <br />proposed by Paster Enterprises. The first proposal (under this case <br />number) Is to construct a 27,OOU square foot neighborhood convenience <br />shopping center on the west side of Lexington Avenue. This property is <br />owned by Celia N. Paster, the another of Ed Paster, President of Paster <br />Enterprises. The second application (case number 1665 that follows) is <br />for a variance to the parking setback requirement and includes a total <br />redevelopment of the shopping center parking lot on the east side: of <br />Lexington Avenue, known a Lexington Plaza. That property is owned by <br />Lexington Plaza Associates, a partnership of the Paster family. <br />2. The property on the west side of Lexington is zoned U-2 and ties <br />remained vacant throughout the post-war Roseville expansion era. The <br />property consists of 2.49 acres. The proposed shopping center will be <br />called Lexington Plaza Shoppes (no one builds "shops" anymore). This <br />proposal consists of a Walgreen Drug Store and fourteen small specialty <br />shops. The applicant's architect, Paul Pink and Associates, has met <br />with the staff several times and has produced what appears to be a <br />very attractive building,. The structure will be built of brick and will <br />be finished on all four sides. Attached is a reduced copy of the site <br />plan and the exterior elevations. <br />3. As you all know, after the opening of the Ol' Mexico Restaurant In the <br />Loxiregton Plaza shopping center about five years ago, the parking <br />shortage wee so severe that a 50 car parking lot was ^constructed on <br />the site of the new shopping center. A parking analyri,3 conducted by <br />Jerre Benshoof for the applicant suggests that tho 5O spuceti will continue <br />to be needed at peak demaead time. The applicants propose to <br />accommodate this demand by providing 25 extra parking spaces beyond <br />that which is required for the new shopping center on the west side of <br />Lexington Avenue, as well as to provides an additional 46 stalls In the <br />two parking areas on the east sides of Lexington Avenue. They will <br />accomplish the letter by redesigning and rebuilding thase IoLs at thin <br />time. The new parking lots will be constructed as required with new <br />curbing and walkways and will, In uur opinion, substantially Improve the <br />function and aesthetic quality of the Lexington Plaza Canter. <br />
