Properties request for rezoning from R- <br />1 to B-3 and a special use permit for a <br />convenience store with fuel sales at 2884 Old <br />Highway 8. <br />The Roseville Planning commission, at its July 5, 1989 meating, <br />unanimously recommended denial for rezoning from R-1 to B-3 bused on <br />the following findings. <br />1. The site is within an established residential neighborhood <br />and an appropriate use of the site should remain R-1. <br />2. Rezoning would cause safety concerns including unsafe <br />ingress and egress on the site because the site is at the <br />intersection of 5 roads. <br />3. The proposal would result in litter in a residential <br />neighborhood. <br />4. The proposal would involve an increase in odors in the <br />residential neighborhood. <br />5. A petition and statement has been submitted in opposition of <br />the proposal from the surrounding neighbors. <br />The Planning commission further unanimously rocommandad that the <br />special use permit for a convenience store with fuel sales be denied <br />based on the folic;--'ng findings. <br />1. The proposed convenience store with fucl sz,%les ,is <br />inconsistent with the present ;coning of the site. <br />2. The proposal, as submitted, doesn't properly address issues <br />concerning screening, sign location and size, trash <br />enclosure, and number of parking stalls based on use and size <br />of the building. <br />3. No specific traffic study has been presented to fully <br />evaluate traffic impacts. <br />
