MINNESOTA SOLVENTS & CHEMICALS CORPORATION <br />2340 ROSE PLACE • ROSEVILLE, MINN. 55113 • (612) 636-3311 <br />June 19, 1989 <br />CERTIFIED MAIL <br />Ms. Libbie Henderson <br />Air Quality Division <br />Minnesota Pollution Control Agency <br />520 Lafayette Road <br />St. Paul, MN 55155 <br />Dear Libbie: <br />This will confirm our telephone conversation of June 15, 1989, at <br />'which time we discussed air quality standards as they relate to the <br />ethanol dehydrator we are building at our Roseville facility. <br />During that conversation I described the planned dehydrator as a <br />rectifier/molecular sieve. It is our plan to feed ethanol of less <br />than 200 proof into the dehydrator and dry it to 200 proof ethanol <br />for sale into gasohol. The alcohol would be processed in a closed <br />system so that no material will escape to the atmosphere. The <br />water which has been separated from the ethanol will be stored in <br />a tank and tested prior to being severed. The 200 proof ethanol <br />will be stored in our tank farm which is a permitted facility for <br />storing hazardous materials. <br />You indicated at that time, no permit is necessary since none of <br />this material would escape into the air there would be no impact <br />on the air quality in the environmert:. <br />This dehydrator will be powered by a steam boiler of 8,000#000 BTU <br />capacity fired by natural gas or oil.
