RECEIVED AUG 1 0 1989 <br />Development Services GrOLIP <br />A DIVISION OF THE CENTER COMPANIES <br />08 August 1989 <br />Ms. Mary LaPlante <br />District Traffic Engineer <br />Minnesota Department of Transportation <br />District 9 - Oakdale <br />3485 Hadley Avenue North <br />North St. Paul, )AN 55109 <br />RE: Access To The Rosedale Center From Fairview Avenue And Trunk <br />Highway 36 In Roseville, Minnesota. <br />Dear Ms. LaPlante: <br />Thank you for the opportunity, last week, to meet with you and other members of <br />the MNDOT staff, as well as representatives from Ramsey County and the City of <br />Roseville, to review The Center Companies' plan for Improving traffic, circulation <br />and access conditions In and out of the Rosedale Shopping Center. <br />When we first started to work on the expansion and renovation of the Rosedale <br />Shopping Center, representatives from Ramsey County and the City of Roseville <br />were very concerned about congestion on Fairview Avenue and the potential for <br />traffic to back up the TH 36 westbound off -ramp. The Center Companies was <br />asked to prepare a plan that would deal with the traffic operation Issue in and <br />around) the Falrvrlew Avenue entry/exit to the Rosedale Center. In order to fully <br />understand the problem, Marton-Aschmaan was commissioned, by us, tia conduct an <br />extensive traffic: study. <br />The study Indicated that: <br />- 60 to 71) per cent of the TIi 36 westbound off -ramp tr8affle <br />and 50 per cent of the northbound Fairview trtaf f lc <br />(prlma►rlly coming from eastbound TH 36) is destined for <br />Rosedale during a weekday PM peak hour. <br />- The traffic for the peak hour on the weekend generally <br />follows the same pattern. <br />- Perio(,lic congestion does occur on Fairview Avenue and on <br />the T171 36 westbound off -ramp during peak shopping periods <br />at the Rosedale Center. <br />Page I Of Three <br />III ihad '1ir,itit' �; aith %uitr 4(A) kli t irrr.voii% r-;,r,rrx . .,I ifs?") :�i � .'t*t�! • F �'ti (hE.`! -i i {•.';>>fJ <br />
