Three primary factors were identified as causing the back up and congestion on <br />Fairview Avenue south of the Rosedale entrance: <br />1. The close proximity of the Rosedale entrance to the TH 36 <br />westbound off-.ramp/Fairview intersection. <br />2. The high volume of crossover traffic or "weave" and the <br />short distance for the "weave" to occur in for northbound <br />Fairview traffic entering the Rosedale Center creates <br />congestion and back up. <br />3. The limitation of capacity of Rosedale Center to <br />accommodate entering vehicles during extreme peak <br />periods. <br />It was clear from the beginning that no single item would solve the problem. A <br />holistic approach was necessary, with all parties involved contributing to the <br />solution. Therefore, a seven point plan was proposed: <br />1. The Rosedale Center entrance on Fairview Avenue would be <br />relocated approximately 150 feet north to provide a greater <br />separation between the entrance and the TH 36 westbound <br />off -ramp intersection. <br />2. The Rosedale entry would be expanded In capacity to <br />accommodate three lanes entering. <br />3. The outer ring road would be wideness and delineated to <br />provide four lanes of circulation. <br />4. additional parking would be added where the demand is <br />greatest. <br />5. Stacking spacparking <br />from the lanes wouldirview entry beIncumsed as ng the much €asring <br />to the parking possible <br />without eliminating access to key parking areas. <br />6.
