April 10, 1989 <br />Welsh Company <br />Attn: Terry Moses <br />11200 West 78th Street <br />Eden Prairie, MN 55344 <br />Dear Mr. Moses: <br />The Roseville City Council, at its March 27, 1989 meeting, <br />approved your request for Comprehensive Plan change from low <br />density residential to business and rezoning from R-1 to SC at <br />1665 County Road B-2. The City Council also approved your <br />request for special use permit for a planned unit development, <br />variance to parking stall size requirements, and preliminary plat <br />at 1665 County Road B-2 with the following conditions: <br />1. That an additional access be provided from County Road B-2 <br />by Ramsey County, as proposed. <br />2. That approval be obtained for the use of the land for such <br />access from the owners of Rosedale (Equitable Life). <br />3. That the Snellinq Avenue service road shall be conveyed to <br />the City of Ro,--,ville by the State, and the City shall <br />reta+.n ownership, permitting parking on the right-of-way by <br />the property owner as provided in the Development Agreement. <br />4. That American Street be vacated as a public right-of-way, <br />subject to the appropriate easements and approvals of the <br />affected property owners, to ensure continued use as an <br />internal ro4adway� <br />5. That a final drainage plan be approved by the City and the <br />Rice Creek ;atershed District relating to the diversion of <br />drainage to the City's facilities east of Snelling Avenue <br />6. That grading, utilities, a nd streets be reviewed and <br />approved by the Engineering :staff. <br />7.
