January 30, 1989 <br />Mayor Frank Rog <br />1589 Roselawn Avenue <br />Roseville, MN 55113 <br />Dear Mayor Rog; <br />This is in .regard to the proposal of Welsh Companies to <br />develop the area directly east of Pavilian Place, which I <br />understand will be presented to the Roseville City Council on <br />Feb. 12, 1989. My wife, Mildred, and I are among the 20 <br />homeowners in this area who have signed purchase agreements with <br />Welsh Companies. I would like you to be aware of our feelings <br />about this matter. <br />When we moved into this neighborhood eleven years ago, we <br />chose it because it was quiet, with minimal outside traffic, and <br />very convenient for shopping. As a result of the massive retail <br />development that has occurred around us since then, however, the <br />quiet ambience has been steadily eroded by ',--'ae noise of traffic <br />on Snelling Avenue and, to a .lesser extent, grim County Road B-2. <br />Although the increasing noise is a major factor in our <br />choice to sell our home, a more important concern centers around <br />how our property has depreciated and clearly will continue to go <br />down in value. As a psychologist, I am sensitive to the <br />self-fulfilling prophecy that occurs in a neighborhood such as <br />this one. I and my neighbors, anticipating that this parcel of <br />land will almost defintely be converted to retail development in <br />the near future, are understandably reluctant to invest in <br />improvements or even needed major maintenance. Some owners, I <br />believe because of this expectation, have already moved and are <br />renting their houses. The transformation of a neighborhood of <br />proud homeowners and well -kept homes into one of absentee <br />landlords and deteriorating homes is already evident. I am <br />certain that. this trend will continue. It is not at all <br />surprising to me, then, that the vast majority of homeowners here <br />are electing to sell and move. <br />Therefore, as you give this matter your careful <br />consideration, I want ,you to know that we have gladly accepted <br />the Welch Companies offer to purchase our property, rather than <br />feeling remorse or ambivalence. We see this as a valuable <br />opportunity to avoid further devaluation of our property and to <br />move, hopefully, to another, quieter, neighborhood having the <br />qualities that originally motivated us to locate here. <br />Thanit you for your consideration of our position on this <br />issue. <br />Sincerely, <br />George Shears __ <br />
