January 30, 1989 <br />Mayor Frank Rog <br />1589 Roselawn Avenue <br />Roseville, Minnesota 55113 <br />Dear Mayor Rog: <br />It is my understanding that the Planning Commission and the Roseville city council will be <br />meeting this month to consider the expansion of Pavilion Place. As a resident who is directly <br />affected by this development, I urge your . upport for the expansion. <br />I have lived at 1630 Brooks Avenue for the past six years and have witnessed dramatic changes <br />to a lovely residential section of Roseville. <br />The once aesthetic scenery is currently dominated by a 40 foot brick wall, (the rear of Pavilion <br />Place and the former fresh, clean air has been overcome by the gas fumes emitted from the <br />ever-increasing number of vehicles. on Snelling Avenue. The garbage and debris thrown daily by <br />movie-goers and shoppers going to and from the malls is a constant frustration to local <br />homeowners. When the Roseville City Council approved the Loehmann's Plaza and Pavilion <br />Place development projects it actually signed a death warrant for the Brooks -Bruce area, as <br />residential property. To continue to identify an area completely surrounded by commercial <br />activity, as residential, is contrary to good public policy. <br />When Loehmann's Plaza and Pavilion Place were built, the market to which my property would <br />appeal was drastically limited. My investment in a residential property was seriously devalued. <br />A review of the discussion which preceded the approval of these commercial sites would reveal <br />that both the Planning Commission and the Roseville City Council recognized and <br />acknowledged that the Brooks -Bruce area would be adversely affected as residential property <br />and should be viewed as potential commercial sites. <br />To leave the homeowners on Bruce and Brooks r-%venues stranded on a tiny residential-ismi rc <br />literally surrounded by commercial development, watching their long-term investment rapidly <br />diminish is neither responsive nor responsible government. <br />I thank you for your thoughtful consideration of this proposed expansion and urge you to <br />provide my neighbors and myself with a method to recoup our losses ana! relocate to a truly <br />residential area. <br />Thank you, <br />e",& 64� aYG4_1__ <br />Carole Pagones <br />
