No public official shall request or permit the use of <br />city owned ve ibles, equipment, materials or property <br />for personal convenience or profit, except when such <br />services are available to the public generally or are <br />provided as municipal policy for the use of the public <br />official in the conduct of approved official business. <br />k. No public official shall grant any special <br />considerattzrn, treatment or advantage to any citizen <br />beyond that which is available to every other citizen. <br />1. Public officials should not exceed their authority or <br />breach the law ask others to do so, and they should <br />work in full cooperation with other public officials <br />and employees unless prohibited by law. <br />M. No elects.:. official shall give "anything of value" to <br />potential voters in return for the- r votes, promises or <br />financial considerations in future elections. <br />n. No public official or employee may use public money, <br />time, personnel, fagL11tAies or equipment for private <br />gain or political campaign activities. <br />o. Public officials shall not inflate their expenses that <br />are city paid or file for expenses that they have not <br />incurred in the course of carrying out their official <br />duties. <br />p. Pu:.,lic officials shall not accept donations of <br />"Anything of Value" to the City of Roseville if the <br />donation is an attempt to influence legislation. <br />Section 4. Special Considerations. <br />Situations can arise where a member of a commission, a board <br />or the City Council abstains from voting because of a conflict of <br />interest, but his or her abstention becomes a vote either for or <br />against the matter because a majority are required to pass or <br />reject that matter. This can happen where four -fifths vote is <br />needed to pass an issue or the vote has to be a clear majority <br />and a split vote does not pass or reject. when this happens the <br />city attorney must be consulted and the final vote should carry a <br />public notice explaining what took place and how it was resolved. <br />Section 5. Handling Conflict of Interest Allegations. <br />When a Roseville citizen or contractor doing business with <br />Roseville feels that there is a conflict of interest among <br />Roseville public officials other than elected officials, they <br />should report their allegations to the city manager who will then <br />-4- <br />
