In order to properly respond to that letter, <br />it would be helpful for you to have a brief history of Mr. Rekuski's ownership <br />of this property. <br />Frank Rekuski purchased the home at 1225 Josephine Road in February, <br />1984. At that time, the property was a one story, 2-bedroom home with <br />small attached garage and porch. Box 15286 <br />Shortly after moving into his home, Frank Rekuski obtained city approval <br />to enlarge the home, which would bring it into conformance with the size <br />of the neighboring houses. For several reasons, it was not possible to <br />proceed with the proposed house enlargement at that time. <br />In the fall of 1986, Mr. Rekuski went before the planning commission and <br />the city council to get a minor variance for a three foot setback along the <br />east property line .and a front line variance in order to extend his garage <br />and add living quarters on the second floor. After the variance was obtained, <br />there were consultations with an architect resulting in foundation and floor <br />plans being submitted to the city building inspections department. In March <br />1987, the city issued a permit for the garage addition with living quarters <br />above. Between March and October of 1987, Mr. Rekuski provided the <br />city and his adjacent neighbors with the architect's complete drawings for <br />the total work to be done, including floor plans and elevations, both front <br />and back. The city approved the start of construction in October 1987, <br />for that portion of the home on the street, including garage and bedrooms. <br />During construction, it was discovered that the existing house foundation <br />was broken on the west and north walls, requiring extensive repair or <br />
