MN65802' <br />Related Licensing h Litigation <br />City Council <br />City of Roseville City Hall <br />2660 Civic Center Dr. <br />Roseville, MN 55112 <br />Re: Hamline Center - Billiard Parlor Application <br />Dear Sirs: <br />Per a phone,conversation with Mr. Steve North of today, <br />please be advised that I am opposed to the licensing of the <br />proposed billiard parlor operation here at Hamline Center. <br />I am the tenant immediately across the hall from the <br />proposed location. <br />My objections stem from concerns for security and the <br />inappropriateness of such a business for the Hamline Center <br />business mix, as well as to the neighborhood. My objections <br />also stem from my experience with the center over the past <br />three years as a tenant and as the past president of the <br />Merchant's Association. <br />In particular, my concerns are to the security of my <br />personnel, some of whom work evenings; my business <br />computers/printers and my vehicles. Appreciating also the <br />numbers of billiard parlors in proximity to the center, <br />which are more properly located in high visibility, non- <br />residential areas, I do not believe that such an operation <br />should be permitted in what is predominantly a residential <br />neighborhood. Moreover, Kraus Anderson's stated policy has <br />been that the service mall is just that, intended only for <br />service businesses and light retail businesses such as gift <br />shops, bookstores and even the defunct liquor store. Such <br />businesses are not entertainment businesses. <br />Lastly, although applicants make a comparison to an existing <br />billiard operation at one of their other centers, that <br />center is located on Highway 10 across from Northtown, which <br />does not equate with the Hamline Center. <br />
