Zelinsky, Police Chief <br />SUBJECT: Police Investigation of Billiards Application <br />Ref: Roseville Billiards (Gregory Bild) <br />Of <br />The police department has completed the background investigation <br />lnbasishe <br />attached application. At this time, we do not have any <br />to deny recommendation for approval. <br />Interestingly, I have received two anonymous telephone calls relevant <br />to this application. As a result o£ our roves g <br />affirm that the individual with the criminal record is actually the <br />financier of the business. <br />I personally called another billiard center (as "tipped" by the anonymous <br />caller) to see if any employee would indicate as common knowledge that <br />the individual with the criminal record was opening a billiard center <br />in Roseville. The employee that I spoke with denied any <br />knowledge of <br />the person with the criminal record opening a center in Roseville. <br />I advised the anonymous caller to write a lettterto e Council Although outlining <br />his concerns regarding the application being approved. <br />he <br />stated he would do so on the evening of November lst, a letter has yet to <br />be received by City Hall. <br />Finally, if this special permit is approved, I suggest two conditions be <br />considered: <br />1. Hours of operation -- close the business no <br />later than 11:00 p.m. on weekdays (Sunday <br />thru Thursday) and midnite on Fridays and <br />Saturdays. <br />2. A security officer should be on duty during <br />peak hours (especially if extended hours <br />past 11:00 p.ri.) are granted. (The Circus <br />at Har Mar Mall has this now and has found <br />it an effective way to control trouble). <br />I will attend the Council meeting when this application comes up for <br />consideration to answer questions they may have. <br />
