November 21, 1988 _ <br />TO: Craig Waldron, Director of Community Development <br />FROM: Jim Zelinsky, Police Chief <br />SUBJECT: POLICE INVESTIGATION OF BILLIARDS APPLICATION AND <br />SPECIAL USE PERMIT <br />RE: Gregory Bild <br />The police department has completed the background investigation on above <br />application. There is no reason to deny approval of same. <br />Information revealed during this investigation was shared with City Attorney <br />Bell and he concurred with above statement. Further, if Mr. Bild's business <br />creates crime problems or disturbances, his special permit and/or licenses for <br />amusement devices/billiard tables could be denied by the council at any time. <br />Mr. Bild is.very aware of the consequences should problems occur. <br />I recommend the following condition (time revised from initial report). <br />I. Hours of operation -- Close business no later than 12 midnight unless <br />after one year more than 50% of the gross receipts are derived from <br />amusement devices (Ordinance 109.010 and 109.020). If business is a game <br />room (by definition), hours should be changed to those consistent with <br />ordinance. <br />Mr. Bild assures me he will take necessary precautions for security in his <br />business and in the parking lot. <br />I will be available to answer any questions the council may have regarding this <br />application. <br />cc: ,Steve North <br />
