REQUEST FOR COUNCIL ACTION <br />Department Ap roval: Manager Reviewed: Agenda Section: <br />Hearing <br />Item Description: Gregory Bild request for special use permit <br />for family billiard and video entertainment <br />center at 2819 North Hamline Avenue. <br />The Roseville Planning Commission at its October 12, 1988 meeting <br />unanimously recommended approval of the special use permit request <br />for family billiard and entertainment center at 2819 North Hamline <br />Avenue with the condition that the special use permit be for a one <br />year period beginning at the opening of the center with annual <br />renewal to insure that the business operates without problems. At <br />the October 24 and November 14 City Council meetings, this item was <br />tabled to allow the Police Department additional time to research <br />this request. The Police Department has completed its research and <br />sees no reason to deny the request. A memo from Chief Zelinsky is <br />attached.. <br />Two suggestions are proposed relating to the special use which are <br />as follows: <br />1. Hours of operation: the business should close no later than <br />12:00 midnight unless after one year of operation, more than <br />50% of the gross receipts are derived from the amusement <br />devices. If business is defined as a game room, hours should <br />be changed to those consistent with the ordinance. <br />2. After ten months of operation, Mr. Bild will be required to <br />appear before the City Council for extension of the special <br />use permit. The approval of the extension will be basad on <br />whether the business has operated without any problems. <br />COUNCIL ACTION REQUESTED: Motion to approve/deny Gregory Bild <br />request for a special use permit for <br />family billiard and video center at 2819 <br />North Hamline Avenue with the <br />aforementioned conditions if so desired. <br />Motion to approve/deny Gregory Bild's <br />application for licensing 21 pool tables, <br />15 amusement devices and one cigarette <br />machine. <br />
