i <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, County of Ramsey, Minnesota was duly <br />i <br />held on the 9th day of January, 1989, at 7:30 p.m. <br />The following members were present: Matson, Cushman, Johnson, Kehr, <br />" and Rog, and the following were absent: None. <br />Member Kehr introduced the following resolution and moved its <br />adoption: <br />RESOLUTION NO. 8393 <br />RESOLUTION DENYING GREGORY RILD'S REQUEST FOR SPECIAL USE PERMIT <br />FOR A FAMILY BILLIARD AND V17)EO CENTER AT 2819 N. HAMLINE AVENUE <br />WHEREAS, Gregory Bild filed an application for a Special Use Permit <br />for a Family Billiard and Video Center at 2819 North Hamline Avenue; <br />and <br />WHEREAS, on the 12th day of October, 1988, a public hearing was held <br />before the Roseville Planning Commission, and the Planning Commission <br />voted to recommend this use permit with certain conditions; and <br />WHEREAS, a public hearing was held before the City Council on the 12th <br />day of December 1988; and <br />WHEREAS, the City Council received reports from occupants of the <br />Hamline Center objecting to the billiard parlor; and <br />WHEREAS there are other adverse criticisms of the development listed <br />below, and which can be found in the records of the Roseville City <br />Council; <br />NOW, THEREFORE, BE IT RESOLVED, that <br />1. The City Council determines the following to be true: <br />(a) A billiard parlor does have an adverse effect on the <br />surrounding area, and among the adverse effects by way of <br />example, and not limitation, s that the hours of operation <br />,are not appropriate to the surrounding area. <br />(b) The activities which would be encouraged by a billiard parlor <br />would have an adverse economic affect on the surrounding <br />neighborhood, including increased traffic at unusual hours. <br />(c) `1''he primary entrance and exit for the billiard parlor is <br />oriented toward the residential area and away from the <br />street. <br />2. That the application of Gregory Bild for a Family Billiard and <br />Video Center at 2819 North Hamline Avenue is denied. <br />
