June 20, 1988 <br />Page 2 <br />The supplemental HRA agreement remains unchanged. The County has <br />not changed its position or plans for administering the <br />gram <br />over the next three years. SIGNING A COOPERATION AGREEMENTDOESNOT REQUIRE YOU TO ACTIVELY PARTICIPATE IN THE PROGRAM. IT DOES <br />PROVIDE THE; COUNTY WITH THE NEEDED POPULATION TO QUALIFY AND <br />INFLUENCES OUR ANNUAL ALLOCATION. <br />Federal regulations also require that we advise <br />ou of our <br />opportunity to "opt out" of the County's entitlement and compete <br />directly with other cities in the state's small cities program. <br />We, of course, hope that you will not choose this route, as we <br />feel that the County program is your best opportunity of <br />receiving an allocation for an eligible project. <br />If, however, you do choose to "opt out,,, please be advised that <br />you may not have an opportunity to participate with us for the <br />next three years. "Opt out" notification must be made to both the <br />County and the local HUJn office no later than July 15, 1988. <br />We have been very pleased with the active participation of <br />several of our municipalities over the last three years. We would <br />like to see more communities who believe that they have an <br />eligible project contact us for the possibility of funding. It i:, int-resting to iiote that every community that has proposed a <br />project that meets the HUD national objectives and is prepared to <br />proceed has received an allocation for their project. <br />In summary, we ask that you return the enclosed cooperation and <br />HRA agreements to us no later than August 15, 1988. Either a <br />Council Resolution or a statement from your legal counsel <br />indicating the authority far the signatories to enter into the <br />agreements should accompany them.
