r <br />PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />1. <br />Attached is a copy of the report prepared for the February meeting of <br />the ' Planning Commission, this case was not considered due to the fact <br />that the meeting went late into the evening. Near the end of the <br />report, we suggest that since there seems to be relatively few cases of <br />outside display in Roseville, the Planning Commission and Council may <br />wish to consider handling it as a special use permit. We have also <br />discovered that 'outdoor areas where merchandise, machinery, or <br />equipment may be displayed or stored" is already listed as Number 16 <br />of 20 Special Uses in the B-3 District only. To our knowledge, all of <br />the existing outside display of merchandise in the City is already in the <br />B-2 or the B-3 Districts. Thus, it may be considered appropriate to <br />add outside display as a special use in the B-2 District. <br />2. In 1959, the Planning Commission and Council concluded that such <br />outside display was considered appropriate for the least restrictive B-3 <br />General Business District in the City. If -the Planning Commission and <br />Council wishes to take this approach, the seven conditions previously <br />discussed with the Planning Commission could be adopted as a criteria <br />for considering a special use permit. With the establishment of such <br />guideline criteria, it would appear that the processing of a special use <br />permit for outside display and storage could be readily handled. <br />3. Under this scenario, a permit for such display up to eight days in a <br />year (or possibly less) could be handled as a temporary permit issued by <br />the building inspector. A reference to there possibly being less than <br />eight days is a suggestion that eight days might be more than <br />necessary. We suggest that such a temporary permit be allowed in any <br />Business District where retail sales are allowed. That would include the <br />B-2, B-3, B-4, and SC Shopping Center District as the ordinance <br />currently states. Any special use permit for outside storage (on a <br />permit basis) could continue to be confined to the B-2 and the B-3 <br />Districts. <br />4. If the Planning Commission chooses to establish the policy decision, the <br />Staff will prepare the appropriate amendments with the City Attorney <br />and present them to the Council. <br />
