PLANNING REPORT <br />DATE: 6 July 1988 <br />CASE NUMBER: 1868 <br />APPLICANT: Everest Property <br />Management Company <br />LOCATION: Northeast Corner of <br />County Road C and <br />Fairview (see sketch), <br />ACTION REQUESTED: Rezoning From I-2 to <br />B-4, Special Use Permit <br />for Office Service <br />Building <br />PLANNING CONSIDERATIONS; <br />1. This property is a 2.45 acre parcel with a 29,412 square <br />foot building on the site constructed in 1978. The land <br />is zoned I-2 Industrial and the original structure was <br />designed, built, and used as an office warehouse building <br />by the forerunner of the Everest Company, now managing the <br />site for a real estate trust. The easterly portion of the <br />building has been occupied by a NAPA outlet, which is a r <br />partial warehouse use that includes retail service. This <br />use, though not entirely industrial, appears to have been <br />no problem in terms of access, egress, or parking <br />capability. <br />2. The applicants are now finding that there is a strong <br />trend in the demand for retail sales use in the area. <br />This confirms the policy direction considered by the <br />Planning Commission and Council in recent months relating <br />to the designation of this area north of County Road C <br />(between Snelling and 35W) as a retail sales and service <br />area potential. Therefore, the applicants are requesting <br />the designation of the land use in this area as Business <br />and rezoning of the land from I-2 to B-4. They are also <br />requesting a Special Use Permit for the continuation of a <br />portion of the building as an office/service use. <br />3. The staff has reviewed this kind of use for this building <br />with the applicants for some time. We have talked about <br />the possibility of removing the front portion of the <br />building facing south on County Road C and substituting it <br />with a covered parking area. There may come a point in <br />time where is will be economic to remove the building <br />entirely and develop new retail oriented services. <br />
