(over) <br />T• ; ;, well -considered decision, the <br />roseville City Council denied Kaufold's <br />request for preliminary plat which <br />called for single family home lots on <br />the park site, with intentions of even- <br />tual rezoning for the northern half of <br />the property. The 4 findings of fact <br />given for the denial were: <br />"1. The proposed plat creates a future planning <br />problem for the land immediately to the north <br />of the proposed plat. The land north of the <br />proposed platy lies between the plan and <br />County Road B. Until a final determination <br />is made on the use of that property, it is <br />impossible to properly plan the area covered <br />by the proposed plat of Gerald Kaufold. The <br />applicant himself has acknowledged the con- <br />nection between the proposed plat and the <br />land north of the proposed plat by his <br />proposal that there be a deed restriction on <br />the deeds to the residential property in the <br />proposed plat, giving notice to purchasers <br />that the property immediately north of the <br />plat may be developed for commercial pur- <br />poses, <br />"Z. The proposed park dedication would create a <br />landlocked park without sufficient acces- <br />sibility to the public at large and because <br />of it inaccessibility will be extremely dif- <br />ficult to supervise and police. The proposed <br />10,5 foot access point is inadequate. <br />I. The proposed plat violates the policy of the <br />City of Roseville to avoid, where possible, <br />driveways intersecting with a major thorough- <br />fare. <br />N . There has been an insufficient showing by ap- <br />plicant of any hardship or change of cir- <br />cumstances which justifies not presently <br />planning for the present or future develop- <br />ment of the entire parcel consistent with its <br />current residential zoning." <br />The New Plan: <br />The new plan is remarkably similar to <br />the last plan, with two exceptions: <br />First, he has dropped the two residen- <br />tial lots that faced Lex. Second, he <br />has moved the park from the center of <br />the southern half to Lex, so that it is <br />no longer landlocked. While the new <br />plan answers the second fact listed by <br />the Council in their denial, it does <br />not address the intentions for the lot <br />to the north, a necessary access from <br />Lex for park maintenance, nor hardship <br />for planning the entire parcel under <br />its existing residential zoning. <br />Kudos to City Staff! <br />The City Staff has attempted to work <br />with Kaufold in developing the property <br />under the residential zoning. They have <br />provided him with good counsel in what <br />needs to be do;ie to meet with approval. <br />They have found developers, looked at <br />alternatives, and generally been siT- <br />portive of his efforts. At the same <br />time, they are ensuring that c'irrent <br />and future citizens of Roseville will <br />not be left with problems resulting <br />from inappropriate land use. <br />As taxpayers, we want to thank these <br />dedicated public servants.
