As you all know, the proposal regarding the use of this property has <br />previously been submitted by Mr. Kaufhold. The first proposal included <br />the rezoning of the northerly half of the site and a portion of the <br />easterly part of the site i-o business uses utilizing the existing school <br />Largely as an antique mall, the construction of a new structure for Rose <br />Gallery, some offices and the retention _of a . portion of the site for <br />park purposes. The second proposal included the use of most of the <br />northerly half of the site for a new United States Post Office, the <br />development of a Rose Gallery facility, an office building (the old <br />original school), and a portion for park purposes. The third proposal <br />was for the development of ten. single-family lots fronting on Lexington, <br />Eldridge, and Lindy Avenues, with a portion of the land for public park, <br />and the remainder to be left for school use. <br />2. In general, the City has resisted the use of significant portions of the <br />site for business purposes (at least in the manner and extent proposed) <br />and has expressed strong interest in the use of a reasonable portion of <br />the site for neighborhood park purposes. <br />3. The land is shown on the Comprehensive Plan as a public school, and <br />the first decision is one of amending the Comprehensive Plan to <br />conform to any new use that may be proposed and ultimately approved <br />by the City. Though the land is zoned R-1, the approval of a <br />preliminary plat under that zoning should conform to the Comprehensive <br />Plan. In terms of land use, the current proposal utilizes 5.6 acres to <br />be left for school purposes, 2.13 acres for single-family dwellings, and <br />.88 acres for park land. It would seem appropriate and reasonable that <br />the designation of the land use for the total site should be agreed upon <br />in the form of a land use plan amendment prior to the approval of a <br />development proposal for any part of the property. <br />4. The current proposal is to plat the entire property into ten lots. Lot 1 <br />would be the 5.16 acres left to be utilized for school purposes. Lots 2 <br />through 9 would be single-family lots, each of which meet or exceed <br />the normal lot standards according to the Roseville Zoning Ordinance <br />and subdivision regulations. l-at 10 is .88 acres, or 37,982.17 feet, <br />which constitutes 10.66 percent of the total property.
