Attached is a copy of the Planning Report prepared for the <br />June meeting of the Planning Commission when Mr. <br />Kaufhold°s proposal was tabled to the next regular <br />meeting. General concerns relate to the disposition of a <br />park fF,cility and the ultimate use of the remainder of the <br />land (5.16 acres) now proposed for a single-family lot, or <br />park dedication. There was also the question of a <br />possible usu of this property for multi -family housing <br />.irposes (including a park) by a potential developer who <br />had been meeting with Craig Waldron, Community Development <br />Director. <br />2. At an informal work session, Mr. Waldron presented a <br />scenario under wl.-ic"i this developer could possibly develop <br />the site utilizing tax increment financing and a City <br />contribution toward a park site. The result was an <br />indication from the Council that the sums of money <br />involved were tcj large, and that the solution (as <br />presented wi:.h that developer) would not be workable. <br />3. Not withstanding that attempt to utilize the land for <br />multi -family housing and park purposes, there remains the <br />critical question as to whether or not the preliminary <br />plat as proposed is an appropriate and intelligent <br />development proposal. Our concerns relate to the fact <br />that the plat as presented merely represents the easiest, <br />cheapest, and most expeditious way of carving out a few <br />lots with no investment in streets and minimal investment <br />in utilities, without regard as to the overall solution to <br />the bulk of the land remaining. Mr. Kaufhold claims that <br />the continued use of the site for school purposes will go <br />on indefinitely and that represents a long term use. <br />Information obtained from the staff of District 916 <br />a <br />
