PLANNING REPORT <br />DATE: 1 June 1988 <br />CASE NUMBER: 1856 <br />APPLICANT• Minnesota Service Station Association <br />LOCATION• West if Marion Street, <br />• Northerly of Larpenteur <br />Avenue (see sketch) <br />ACTION REQUESTED: Approval of Rezoning from <br />R-1 to B-1, Comprehensive <br />Land Use Change, and <br />Variance to Parking Setback <br />PLANNING CONSIDERATIONS: <br />1. This property consists of a 75 foot by 290 feet single-family lot <br />occupied by a large single-family residence owned for many years by <br />Milton and Cheryl Hemmingson. The land around the home was <br />developed for apartment purposes in the late 1960s. As a result, this <br />single-family home lies isolated by the church to the south and the <br />apartment to the north. <br />2. The Hemmingson's no longer live in the City and have been attempting <br />to sell this home for single-family purposes for several years. Because <br />of its large scale and its somewhat disadvantageous location, the <br />Hemmingson's have experienced a difficult time trying to sell the <br />property. <br />3. The Comprehensive Plan shows the land to be appropriate in the future <br />for multi -family housing. Investigations were made as to the feasibility <br />of converting the residence to multi -family housing purposes. These <br />attempts, however, were not successful. <br />4. In consultation with members of the City staff, principally the Building <br />Inspector and planners, another viable option came up, that being the <br />conversion of the property for office purposez. Another option <br />suggested was the development of a group home facility at the site. <br />5. The Minnesota Service Station Association has indicated a strong desire <br />to purchase the home for their headquarters. They propose to convert <br />the existing garage into office space and provide a total of 15 parking <br />spaces on -site to serve the approximate 3,000 square feet of usable net <br />offi:;e space. Attached is a copy of a statement from the applicants <br />outlining their proposal. They suggested that they -may allow the use of <br />their parking spaces for the church next door on Sundays and that <br />perhaps the church would allow them the use of some of their parking <br />parking spaces, if necessary, during the week. However, they indicate <br />that 15 parking spaces will be more than adequate for their purposes. <br />Five spaces per 1,000 square feet of office space are required by code. <br />
