s <br />REQUEST FOR COUNCIL ACTION <br />Department Approval: Manager Reviewed: Agenda Section: <br />Hearings <br />Item Description: Minnesota Service Station Association request <br />for approval of a comprehensive plan amendment <br />from high density residential to business, <br />rezoning from R-1 to B-1 and variance to <br />parking setback at 1705 Marion Street. <br />The Roseville Planning Commission, at its June 1, 1988 meeting on a <br />5-1 vote recommended approval of the following actions. <br />1. That the comprehensive plan designation for the site be <br />changed from high density residential to business. <br />2. That the site be rezoned from R-1 to B-1. <br />The Planning Commission unanimously recommended approval of 5 foot <br />parking setback variance with following conditions: <br />1. That the development be constructed as per the plans as <br />submitted and reviewed by the Planning Commission. <br />2. That the development be constructed as outlined in the <br />applicants letter dated April 28, 1988. <br />3. That the site plan be revised and approved by staff to <br />resolve landscape and drainage details. <br />4. That appropriate screening including fences and landscaping <br />be provided along the west edge of the new parking lot. <br />5. <br />That a sidewalk be constructed along Marion Street or <br />appropriate funds escrowed for a future sidewalk in <br />accordance with city policy. <br />6. That snow storage and snow melt runoff be considered as part <br />of the drainage plan. <br />
