PLANNING REPORT <br />DATE: <br />CASE. NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED. <br />PLANNING CONSIDERATIONS: <br />• <br />4 Nlay 1988 <br />1843 <br />Roseville Properties <br />Northwest Corner of Prior <br />and County Road B-2 (see <br />sketch) <br />Approval of Rezoning from <br />1-1 to B-4 and Approval of <br />Special Use Permit for Site <br />Plan Approval <br />1. The property in question is zoned Industrial and appears in the <br />Comprehensive Plan adopted in 1980 as future business property. The <br />applicants propose to convert the existing structure to a retail use over <br />a period of time. They propose at this time to establish a retail user, <br />a wallpaper and interiors store. Attached is a brief letter outlining the <br />proposal. <br />2. The applicant <br />has <br />submitted plans of the building <br />and the site plan <br />indicating the <br />two <br />areas in the southerly portion of <br />the structure to be <br />utilized for <br />retail <br />purposes. The total building <br />area involved in <br />accordance with <br />the applicant's letter is 9,000 square <br />feet of a total of <br />80,000 square <br />feet <br />of building. <br />The applicant does not note the <br />distance that this relates to the <br />zoning <br />line on the ground. It would <br />appear by scaling the drawing <br />that it <br />represents the south 143 feet cf <br />the property. <br />3. The published notice included <br />a description of the entire <br />parcel. <br />Therefore, it is appropriate, if the <br />Planning Commission and Council so <br />desires, to approve the rezoning <br />of a portion of the parcel. <br />4. The site plan lacks detail for consideration <br />of the Special Use <br />Permit. <br />We have discussed the proposal <br />with the applicants and suggested that <br />the southerly grassed area should <br />be curbed as would be required <br />in the <br />development of new retail space. <br />5. We have asked the representatives of Roseville Properties to prepare a <br />more detailed plan of the south end of the building. This plan is in <br />preparation and will be available for the Planning Commission and <br />Council hearings. The plan will indicate the exact areas where the <br />curbing is to be installed, the location of the sign, and the existing and <br />proposed landscaping in the 30 feet of grassed area between the building <br />and parking area and the north right-of-way for County Road B-2. <br />6. It would appear that the proposed rezoning is in conformance <br />Comprehensive Plan and, if done in accordance with the site <br />submitted, is an appropriate transition to the ultimate use of <br />for business purposes. <br />with the <br />plan as <br />the land <br />
