The Mueller Bies Mortuary has been located in Roseville at the <br />southeast corner of County Road B and Dale Street for several years <br />having previously been located north of Minnesota Street where they <br />remodeled a then existing church for funeral home purposes. <br />2. The mortuary (more often referred to as a funeral chapel these days) <br />has been very successful: They have now found an opportunity to <br />purchase the single-family residential lot to the south. They propose to <br />develop this property to expand their parking capability from 49 parking <br />spaces to 71 spaces (a net increase of 22 spaces). <br />3. Attached is a copy of a site plan indicating the proposed development <br />of the site for the stated parking purpose. Also attached is a copy of <br />a statement prepared by Buetow & Associates (Tom Dunwell) <br />summarizing their proposal. <br />4. A "mortuary" is listed as a Special Use in the R-1 Distric :, therefore, <br />is permissible if a Special Use Permit is issued by the City. Though <br />the property in question (a residential lot) will be used only for parking, <br />parking is an Accessory Use if the total property is occupied by the <br />principal use (in this case the existing structure). <br />5. The Comprehensive Plan, a copy of which is attached, indicates the <br />Mueller Bies property to be Business Development and the single-family <br />lot in question as Low Density Residential. Because the mortuary is a <br />special use in the R-1 Zone, it will not be necessary to amend the <br />Comprehensive Plan to consider this Special Use Permit. <br />6. The County Transportation Plan calls for Dale Street to be a total of <br />86 feet in width, therefore, a 10 foot dedication of additional <br />right-of-way on the east side of Dale Street (off of this lot) is in <br />order. The drawing does not indicate this, but it does show the <br />property line running consistently with the Mueller-Bies property to the <br />north. In any case, a condition that the 10 feet be dedicated from <br />this property is appropriate. <br />
