The City has approved a <br />changeable electric sign for United Federal Savings Bank (north of <br />Rosedale) with the stipulation that it show a time for 1-1/2 minutes, a <br />temperature for 1-1/2 minutes, and a fixed message for 13 minutes, <br />with this sequence change up to four times an hour. The City Attorney <br />has ruled that an electronic sign with a "traveling message" is a <br />flashing sign which is prohibited in the Roseville Ordinance. The <br />concern here, of course, is fur the creation of a distraction contiguous <br />to the roadway such as Snelling Avenue constituting a traffic safety <br />hazard. <br />14. Sign Consultants Inc., who have recently prepared the signing program <br />for Investors Savings Bank people, are aware of these concerns and may <br />be coming up with other options prior to the Planning Commission <br />meeting. They agree that a solution is to simply eliminate the <br />electronic sign on the canopy and perhaps do something different with <br />the pylon as was the case with the United Federal Savings Bank <br />solution. <br />
