PLANNING REPORT <br />DATE: 6 April 1988 <br />CASE NUMBER: 1830 <br />APPLICANT: Gerald Kaufhold <br />LOCATION• Southwest Corner of County <br />Road B and Lexington Avenue <br />(see sketch) <br />ACTION REQUESTED: Preliminary Plat <br />PLANNING CONSIDERATIONS: <br />1. This site consists of 8.17 net <br />acres (after street dedication) and has <br />been turned down by the City <br />on two previous proposals, the first of <br />which included the conversion <br />of most of the existing school structure <br />to an "Antique Mall" and the <br />second of which featured a use of a <br />significant portion of the sate for <br />a new post office for the City. Both <br />of these development projects <br />included proposals to dedicate . and sell <br />portions of the land to the City for park purposes. Both proposals, <br />likewise, proposed the rezoning <br />of and the use of all of the frontage on <br />County Road B for business <br />purposes. Reference can be made to <br />previous planning reports on <br />these two proposals for more of the <br />details. <br />2. <br />The applicant now (as stated in his application) "desires to sell the ten <br />residential lots identified on the preliminary plat, dedicate in excess of <br />10 percent of the property, and continue the lease on the existing <br />school building to Public School District 916". The applicant further <br />states: <br />"Gerald H. Kaufhold is a resident of Roseville, Minnesota at <br />2096 Fairways Lane. He has conducted a business at 1123 <br />West County Road B for ten years under the name and style <br />of Rose Galleries for the consignment and sale of estate and <br />antique merchandise. <br />In order to enhance and facilitate his business, when the <br />Lexington School site came on the market for sale in 1986, he <br />became interested in it for a site for a possible new auction <br />house and the space necessary to obtain needed parking for his <br />operation. Currently, many of his customers use the school <br />parking lot as available during his auctions. <br />After discussions and review with Buetow & Associates, Inc., <br />and Mr. Tom Dunwell of that firm, along with the Planning <br />and Economic Development Consultants for the City of <br />Roseville, this Application and Preliminary PlaL have been filed <br />to divide the property into 12 lots. Lot 1 would remain a <br />public school use with 916 continuing to lease the existing <br />school building. Lots 2 through 11 would be single-family lots <br />and lot 12 would be the land dedication required by ordinance <br />
