PLANNING REPORT <br />DATE: 6 April 1988 <br />CASE NUMBER: 1827 <br />APPLICANT• Budget Rent-A-Car <br />LOCATION• West of Walnut Street, North <br />of Burlington Northern <br />Railroad Tracks (see sketch) <br />ACTION REQUESTED: Special Use Permit for Car <br />and Truck Rental <br />PLA1,4ilING CONSIDERATIONS: <br />1. The overall property, shown shaded in the location sketches, consists of <br />12.34 acres of which the northerly portion is occupied by existing <br />structures, housing gross common carriers BMAC Transport, Rose Freight <br />Lines, with the office structure occupied by Mar Len Development and <br />Butler Realty. The proposal is to lease an area of land to the Budget <br />Rent-A-Car people of about 45,200 square feet for a period of up to <br />one year for use as a temporary Budget Rent-A-Car facility. The <br />applicants have submitted a letter and a sketch indicating the <br />arrangements under which the proposed use would be developed. <br />2. This proposal is coupled with a tentative development project by Mark <br />Murlowsky of Belair Builders. That proposal is to redevelop in its <br />entirety the Jim Trapp property at the northwest corner of County <br />Road C-2 and Partridge Road. That property, owned and operated by <br />Mr. Trapp for many years, is occupied by Cleanco. truck washing <br />service, truck service station, a used garbage truck merchant, and <br />various other smaller users in a collection of buildings which have long <br />been an aesthetic concern to the City. Some of you will recall a point <br />about fourteen years ago when Mr. Trapp was issued a Special Use <br />Permit for the gasoline and service facilities expansion to which a <br />number of conditions were attached. Most of these conditions were <br />never accomplished and, as a result, the property has long been <br />somewhat of an eyesore. <br />3. We have suggested to Mr. Murlowsky that the granting of a temporary <br />permit under the conditions proposed would appear to have very little <br />interest for the City, except if the granting of the permit assures the <br />redevelopment of the Cleanco site in a manner that is a distinct asset <br />to the community. Past experience suggests that the presence of a <br />temporary operation in the City continuing for an extended period of <br />time and constituting a serious substandard development adversely <br />impacts the neighborhood and the City as a whole. Therefore, we have <br />strongly encouraged Mr. Murlowsky to clarify and demonstrate the <br />assurance of the redevelopment of the Jim Trapp property of which the <br />Budget Rent-A-Car operation is proposed to be a permanent part. <br />
