With this objective in mind, we have talked again with Mr. Murlowsky <br />suggesting: that he present such evidence at the Planning Commission <br />and Council hearings to the extent that is practical. <br />5. The temporary development proposal is generally indicated in the sketch. <br />An 8 foot high chain link fence is proposed around the periphery of the <br />property. In front yard areas contiguous to public streets, a maximum <br />height of 4 feet is allowed. Therefore, this is a matter of concern if <br />the fence is to be maintained over a period of time. No landscaping is <br />proposed as a part of the temporary use, nor is there any hard surface <br />proposed for the parking areas, or curbing of the periphery of such <br />parking areas. An office trailer is proposed to be moved to the site to <br />function as a temporary office facility. There is no water and sewer <br />at the site, but portable sanitary facilities will be aboard the trailer <br />(Mr. Murlowsky informs us). On the drawing you will note "6-WP <br />outlets" located on the west side of the site. Mr. Murlowsky informs <br />us that this means "weather protected electrical outlets". <br />6. It is, of course, not usual or necessary that a new business move into <br />the community and occupy a temporary location while permanent <br />facilities are being planned, approved, and constructed. In this case, <br />the Budget Rent-A-Car people tell us that they simply want to get <br />going 'for this year's market season rather than wait until the new <br />facility is finished. We noted that the procedure is unusual and in <br />most communities would not be considered. There is also the question <br />as to whether or not it is fair to other operators who have developed <br />in accordance with the regulations in a nearby location. The <br />Hertz -Penske operation is a prime example. <br />7. On the other side of the coin, the desire to redevelop in an attractive = <br />and useful manner a parcel that has been a matter of local concern for <br />some time is also a noteworthy objective. Perhaps it comes down to <br />an evaluation of a realistic appraisal of the timing and degree of <br />accomplishmFnt that is practical and possible. ".s noted, we have <br />suggested that the Mr. Murlowsky be prepared to address this question. <br />8. If it is desired to proceed with the temporary use permit, a Special <br />Use Permit can, of course, be approved with conditions. One such <br />condition would be the length of the permit to be applied (perhaps one <br />year). Another idea that might improve the temporary appearance of <br />the site would be to set the fence 20 feet back from the public <br />right-of-way and seed this area with grass. Twenty feet is a normal <br />required setback for parking in the Industrial Districts on the public <br />right-of-way. <br />
